Sullivan's FLAT OUT is a matte flat black touch-up. It features fast-drying characteristics in a medium black colour to provide an essential step in the leg-building process. It's used as a base black touch-up after applying multiple layers of tail adhesive and powder-full during the leg-building process. FLAT OUT contains an intense load of black pigment for complete coverage of leg builders and to provide additional build, texture, and dimension. Its great coverage prevents colour fade out or leg builders from bleeding through without breaking down adhesives and powders.
